Obituary

Kathleen Dee Hall (nee O'Neill), of Hagerstown, MD died on Friday, January 8, 2021 surrounded by her loving family.

Born November 8, 1949, Kathleen was the daughter of Dr. Richard M. and Mary G. O'Neill (Keenan) of Cincinnati, Ohio, who proceeded her in death.

Kathleen is survived by her loving and devoted husband, Jack D. Hall, Jr., and adored and treasured children Jennifer Christine Bowers and husband Ron Bowers of Maugansville, Maryland, Matthew Timothy Vogt and his wife Nichole Preston of Hagerstown, Maryland, and Darren Patrick Vogt, of Spring Hill, Florida.

Kathleen is also survived by her cherished grandchildren Zoe Elizabeth Vogt, Alexandra Kathleen Hlasnicek and husband Sawyer Hlasnicek, Olivia Christine Maust, Halee Marie Vogt, Austin Preston, and Gabriel Denton Maust;

Additionally , Kathleen is survived by her dearest friend, sister, and "person" Shawn K. Zaczek and brother-in-law, Edward Martin Zaczek of Cincinnati, Ohio; loving niece and nephew Stacey and Aaron Loberg and their children Isabella and Alexander; nephew and niece Edward Martin "Marty" Zaczek and his wife Jaclyn, and their children, Amelia and Leo, all as well of Cincinnati, Ohio.

In addition to numerous caring and loving friends, Kathleen is also survived by a sister Mary Colleen Ringstaff and husband Michael, nephew Eric Ringstaff and his wife Kristen and their daughter Vivian Marie, a niece Brooke Ringstaff Milazzo and her husband Nick, and their son William, all of Cincinnati, Ohio. 

As a graduate of Hood College with a master's degree in Thanatology (forensic study of death, dying and bereavement), Kathleen retired from the Federal Bureau of Investigation (FBI) in Washington, DC in 2015, where she served as a Victim Program Specialist, Deputy Program Director for the FBI Office of Victim Assistance, and Biometric Services Section Unit Chief within the FBI's Criminal Justice Information Services Division.

As a certified Subject Matter Expert, Kathleen represented the Bureau both nationally and internationally  and served as a instructor for the FBI Leadership Program, the FBI New Agents Academy and the FBI National Academy in Quantico, VA.

Kathleen also co-founded the Hagerstown City Police Victim Assistance Unit with her dear friend Ann Holtzman, where she volunteered as a victim specialist for 25 years. Prior to the FBI, Kathleen worked for the Department of Homeland Security as a FEMA disaster cadre member; Executive Director of the United Way of Washington County;and, Western Maryland Representative for former Maryland U.S. Senator Barbara A. Mikulski and former Maryland Lt. Governor Kathleen Kennedy Townsend. Kathleen also taught at Mount St. Mary's University in Emmitsburg, MD; Johns Hopkins Medicine in Columbia, Maryland, and Hood College in Frederick, Maryland.

The family will receive friends  at the Douglas A. Fiery Funeral Home 1331 Eastern Blvd. North, Hagerstown, MD on Tuesday, January 12, 2021 from 6:00 PM to 9:00 PM

A private mass will be celebrated on Wednesday, January 13, 2021 at 10:00 AM at St. Joseph Catholic Church, 17630 Virginia Avenue, Hagerstown, Maryland with Msgr. Richard Murphy as celebrant.
The mass will be live streamed for those who would like to view at www.twitch.tv/luckystarstudios

Interment will be at Rose Hill Cemetery, Hagerstown, Maryland.

In lieu of flowers memorial donations in Kathleen's name can be made to Brooke's House, Inc. 17670 Technology Blvd., Hagerstown, MD 21740.

Condolences and fond memories to Kathleen's family. Kathleen was one of my FBI Victim Assistance Program Managers. I had an opportunity to get to know her better when she visited our Dallas Field Office. I found her to be a very smart, generous and savvy lady. She had superb people skills and was a pleasure to talk to professionally and personally. She helped me through a period in my bureau career that I will gratefully cherish always. Dear Jack and family, Extending my deepest sympathies to you all. It was an honor to know and work with Kathleen at the FBI. She was incredibly dedicated and focused and could be a force of nature when necessary. She was more organized than the 10 most organized people I know. Best of all, she had a huge and generous heart. When I think of Kathleen, I remember so many times when she said something unexpected that made me guffaw. Unfortunately, she usually waited until I had a mouthful of food or drink! Her positivity and humor got me and many others through some really tough times. I am so very grateful to have known her. Kathleen left an indelible impression on so many of us that had her as a Program Manager. I had just quoted her today, unbeknownst of her passing, she would often close conversations or emails with a sign off: “Thanks for all you do.” She was a hard worker and had a great passion for her calling. Jen, Matt, Darren and families I am very saddened to hear of your Moms passing! Although we lost touch in the later years I will always remember our Moms group coffees and luncheons when our collection of children were growing up.
